1. Saute onion and green pepper in oil and season with salt, garlic salt, and black pepper.
2. Combine sauteed vegetables with meat, eggs, bread crumbs, and tomato juice.
Form into 2 loaves or one big loaf and place in baking dish. Pour diluted tomato soup over and around loaves.
3. Bake at 350 degrees for 45-60 minutes.
